The "Outline of the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035" (the 14th Five-Year Plan) was adopted on 11 March 2021, in which support is given for developing Hong Kong into a regional intellectual property trading centre. This demonstrates the importance the Central Government has attached to the protection and commercialisation of intellectual property in Hong Kong. It has been one of the major policy initiatives of the Hong Kong SAR Government in recent years to develop Hong Kong into a regional intellectual property trading centre. The Intellectual Property Department will forge ahead with various measures, including enhancing the “IP Manager Scheme PLUS” and “Free IP Consultation Service” to assist Hong Kong enterprises, especially small and medium enterprises (SMEs), in effectively performing IP management, commercialisation and trading, and enhance co-operation with the stakeholders of different sectors in this regard.
